The science is very clear: global warming does exist and time is running out before irreversible damage is done. Some suggestions to promote cleaning living/reduce carbon emissions.
Continue incentives to promote residential applications of wind and solar technology.
Tax breaks to hybrid buyers and drivers.
Increased rail transport of goods, while decreasing over-land transportation by large trucks.
Tax drivers of large trucks who do not have commercial or farm related need for such a vehicle.
Utilize large truck transport for local deliveries only.
Develop urban farm co-ops to increase green space and facilitate healthier diets/lifestyles.

Most of the water systems in this country are very old. Some are approaching or have surpassed their centennial mark. Most of these systems, along with the sewer systems, need to be overhauled. Just stopping the leaks will result in a huge reduction in how much water we are drawing out of our aquifers. Plus, we need to manage our water systems more efficiently for times of drought. To accomplish this we might consider building many more reservoirs and actually recharging our groundwater with calculated recharges from those reservoirs.

Since the fish men already out of work and unemployment now, why don't let them to help to clean up the floating oil with their fish boat (install 2 sets of stainless steel fine mesh by the boat -- oil will stop at the mesh and water will let go). Fish men salary, BP need to pay for them.
I had submit to BP to use upside down sucking cover (funnel) plus deep sea cement to block the leakage of oil spill pipe on June 2nd 2010. I wonder they had using it.

Lower a large diameter steel pipe (6 foot pipe?) down over the well head and pumping the oil off when it reaches the surface thus keeping the oil from polluting the ocean.

One item that could provide substantial government cost savings would be to encourage more people to compost. I realize that trash removal is more on the local level, but the federal government could encourage such a program. Composting would lower the cost of trash removal and help the environment by having less garbage at dumps.
As some towns do, such as South Attleboro (Massachusetts), the government could subsidize compost containers. While this would entail a short-term cost for the subsidy, the cities and towns would save in the long-term by having considerably less trash to remove.

Global Warming, and my thoughts on the cause of it.

I believe that global warming is being caused by the approximately 125 space shuttle launches, and by the constant air traffic of commercial planes. I went to the NASA website and have run across some interesting facts. The engines of the shuttle put out 37 million horsepower in the 6 minutes that it takes to get the shuttle into orbit, all the time, with the engine temperatures reaching around 6,000 degrees F. Also, each time that the shuttle launches, the 2 solid rocket boosters contain a total weight of propellant of 11.7 tons. I did not find out what the temperature of the solid rocket boosters was, but I would have to imagine that it would be near the output of the shuttle engines. I don't really have story, or maybe I do. I am old enough to have voted for Bill Clinton twice. I supported him, and I live in Georgia. Because of the Monica Lewinsky scandal, Clinton made me look like a fool. That's ok. I didn't think it mattered anyway in the big picture, but it made it harder to defend democrats. Now, I've supported Obama and I live not only in Georgia but in Cobb County. It doesn't get any more red than that, but that's OK. I thought "change will come and I can ride out the animosity," and while I think the President's doing a fair job, he's let me down in two areas: Saving the wolves in Idaho and Colorado from being shot by people like that evil witch Palin and, so far, on health care (another story).
